Before booking FBA freight to Germany, settle the importing arrangement, current Amazon receiving destination, cargo data and full spending plan. Do not approve or submit the booking while an unresolved issue could prevent carriage, clearance or delivery. A low freight price is difficult to assess when brokerage, storage or final delivery remains unassigned.
This checklist combines EU customs guidance with practical planning recommendations. Have the broker, tax adviser and delivery provider resolve German product-specific treatment, product compliance and current Amazon receiving requirements for the shipment.
A warehouse address identifies a delivery location; it does not establish the importing entity. Give the broker the proposed entity’s legal name, address, registration details and purchase-and-resale arrangement.
The European Commission describes a customs declaration as the legal act indicating an operator’s intention to place goods under an EU customs procedure. Its customs-declaration guidance says the declaration is usually made by the owner or a representative, and may also be made by a party controlling the goods. These parties should generally be established in the EU.
Have the broker identify the proposed declarant, representation arrangement and authorization documents, including how establishment rules or exceptions affect the transaction. An unresolved arrangement is a booking blocker: the destination address cannot resolve who will undertake the customs formalities.
The European Commission states that an EORI number is mandatory for customs clearance operations in the EU, including import, export and transit. Its EORI guidance includes a validation route. Have the broker identify whose number is needed for each relevant role and validate existing numbers before requesting another registration.
For EU-established economic operators, registration is through the customs authority in their country of establishment. For operators without an EU establishment, the Commission identifies the country of their intended first customs operation, meaning lodging a declaration or applying for a decision. Discuss the intended operation with the broker; a German delivery address alone does not determine the registration country. EORI readiness and acceptance of the proposed declaration arrangement are separate checks.
Price delivery using the current Amazon shipment destination, identifiers, carton count, pallet plan where applicable and cargo-ready date. The delivery provider should review receiving instructions and identify responsibility for labels and appointments. Compare these options when timing or cargo readiness is uncertain:
| Option | When to consider it | Decision evidence and cost exposure |
|---|---|---|
| Direct delivery | Destination and receiving instructions are settled. | Delivery provider accepts the plan; identify appointment, waiting-time and redelivery charges. |
| Temporary storage | Cargo may arrive before delivery can be arranged. | Establish facility availability, handling scope, insurance coverage and storage charges. |
| Split consignment | Some products are ready while others have unresolved questions. | Broker assesses independent clearance; obtain separate documents, receiving instructions and revised freight prices. |
Forest Leopard’s order fulfillment page describes cargo storage and repackaging. Establish the proposed facility’s location, capacity and charges before relying on it. Compare schedules using separate milestones for arrival, customs release, warehouse delivery and inventory availability; the quoted transit endpoint may precede the replenishment date you need.
Compare draft invoices and packing lists with the goods before booking approval. Check parties, descriptions, quantities, values, currency, origin information, cartons and weights. Supply product specifications and intended use for classification advice. Use the following recommended workflow to keep a mismatch from passing into the booking or declaration:
| Exception | Correction owner to assign | Evidence needed to resolve it |
|---|---|---|
| Invoice differs from the agreed transaction | Invoice issuer, with buyer input | Corrected invoice; broker reviews effects on declaration data. |
| Carton count or weight differs from physical cargo | Supplier or packing facility | Recount or measurement, revised packing list and forwarder reassessment of price and capacity. |
| Receiving destination or shipment reference changes | Buyer’s Amazon shipment coordinator | Updated receiving instructions and delivery provider’s revised price and feasibility assessment. |
| Battery, liquid or material details remain unclear | Supplier’s product contact | Product specifications for broker and carrier review of clearance and carriage questions. |
Where measurements remain uncertain, define an inspection’s scope and the evidence it should produce. Send dated corrections to affected parties and identify superseded versions. A document check does not authorize stopping, releasing or redirecting cargo: escalate movement decisions to the party assigned that authority in the booking or contract.
Record the agreed Incoterms rule, named place and edition, then compare the purchase allocation with the transport quote. Forest Leopard’s sea freight page mentions loading, shipping, inspection, warehousing and delivery; these are useful scope questions, not proof that a particular quote includes them.
Hypothetical planning example: the following invented amounts illustrate allocation, not market prices. Assume the buyer pays these items. The six transport components total €2,400; €300 of known excluded services and a separate €600 contingency bring the allowance to €3,300 before duties and taxes.
| Budget item | Hypothetical amount | Treatment |
|---|---|---|
| Pickup | €200 | Transport quote |
| Export handling | €150 | Transport quote |
| Main carriage | €1,300 | Transport quote |
| Destination handling | €250 | Transport quote |
| Brokerage | €150 | Transport quote |
| Final delivery | €350 | Transport quote |
| Separately priced inspection | €180 | Known exclusion |
| Separately priced repackaging | €120 | Known exclusion |
| Contingency | €600 | Reserve for uncertain costs |
| Planning allowance | €3,300 | Excludes duties and taxes |
The European Commission identifies national tax authorities’ websites as the most reliable source for current VAT rates for a specified product in a particular EU Member State. Its VAT guidance for businesses supports that route. Have the tax adviser establish treatment and funding; this example assumes no duty rate, VAT rate or recoverability.
The final approval record should identify the importing entity, broker-confirmed clearance arrangement and current destination. Obtain carrier acceptance based on declared cargo characteristics, dimensions, weight and special handling needs. Attach the accepted quote, document versions and responsible contacts.
For storage, inspections, waiting, missed appointments, redelivery and amendments, establish charging units, free periods if any, notification arrangements, payer and expenditure approver. Confirm cancellation and amendment terms before approval, including exactly which actions trigger charges. Establish quote currency, validity and payment deadlines. Work backwards from the required inventory date and set a shipment-specific decision point for waiting, storage or alternative transport.
